Best way is to buy on taobao.com.
taobao is the biggest marketplace in China. I have found a seller with an extraordinary array of SM tools at a very low price (maybe half price compared with Europe / US).

You will find lot of spanking supplies, SM whipping toys, latex ...

There are some sex shops in Shanghai you might want to check out. Also some sex markets that I heard have a lot of stuff.
